ICAO Attendees Battle Over Emissions Scheme

Aviation and government officials are battling to reach an agreement over carbon emissions trading before the United Nation's International Civil Aviation Organization (ICAO) meeting ends today. Delegates at the assembly in Montreal are seeking an agreement over the controversial aviation Emissions Trading Scheme (ETS), which is currently in place with only European Union (EU) airlines. The EU intends to extend its scheme in Europe for the next seven years and to put the same rules in place on a global scale. Many non-EU countries, including Pakistan and China, are against the EU's proposals preferring Russia's suggestion that such schemes do not apply to foreign airlines, even in sovereign airspace.
